Water could become the Gulf's next battlefield

By Dr. Pshtiwan Faraj | Kurdish Policy Analysis Water Could Become the Gulf's Next Battlefield As missiles target desalination plants, the Middle East's next strategic conflict may be fought not over oil—but over water. The Iran-Israel-U.S. conflict has revealed a new strategic vulnerability in the Gulf: desalination plants. Water security is rapidly becoming a core national security issue. For decades, oil has defined the geopolitics of the Persian Gulf. Yet the recent conflict involving Iran, Israel, and the United States has exposed another critical vulnerability that could shape future wars: water infrastructure. The Gulf Cooperation Council (GCC) states are among the most water-scarce countries in the world. With virtually no permanent rivers and minimal rainfall, countries such as Saudi Arabia, the United Arab Emirates, Kuwait, Bahrain, and Qatar rely overwhelmingly on desalination plants to supply drinking water to nearly 100 million people. Beyond oil: KRG investment surpasses $25 Billion as Kurdistan's economy enters a new phase

By Dr. Pshtiwan Faraj | Kurdish Policy Analysis

The Kurdistan Regional Government has attracted more than $25.29 billion in investment across 856 licensed projects, signalling growing confidence in the Region's economy as Erbil accelerates efforts to diversify beyond oil through housing, tourism, industry, agriculture, and private-sector development.

The Kurdistan Region has attracted over $25 billion in investment across 856 projects, highlighting the KRG's drive to diversify the economy beyond oil and strengthen private-sector growth.

Kurdistan's Investment Strategy Gains Momentum

The Kurdistan Region has reached an important economic milestone, with total licensed investment surpassing $25.29 billion across 856 projects, according to the Kurdistan Regional Government (KRG).

The figures underline Erbil's long-term strategy of reducing dependence on oil revenues by expanding investment across multiple sectors, encouraging private-sector participation, and creating a more diversified economy.

While hydrocarbons remain the backbone of the Region's public finances, the latest investment data suggests that non-oil sectors are increasingly becoming engines of economic growth.

A Broad-Based Investment Portfolio

According to the KRG Department of Media and Information, the $25.298 billion in investment has been distributed across a wide range of sectors, demonstrating a deliberate effort to broaden the Region's economic base.

The investment portfolio includes:

SectorProjectsInvestment
🏘️ Housing102$8.53 billion
🏨 Tourism118$7.91 billion
🏭 Industry205$4.96 billion
🛒 Commerce246$1.90 billion
🌾 Agriculture30$638.3 million
🎓 Education73$551 million
🏥 Healthcare47$451.6 million
⚽ Sports19$150.6 million
🚰 Public Services10$105.5 million
🎨 Arts & Culture3$76.4 million
🏦 Banking3$22.2 million

The diversity of these investments reflects a strategic shift away from reliance on a single sector and toward building a more resilient economy.

Housing and Tourism Lead the Way

The largest share of investment has flowed into the housing sector, which has attracted $8.53 billion across 102 projects.

Rapid urbanisation, population growth, and increasing demand for modern residential developments continue to drive large-scale construction throughout the Kurdistan Region.

Tourism has emerged as the second-largest investment sector, with 118 projects worth $7.91 billion.

Over the past seven years alone, tourism investment has reached $7.68 billion, helping create more than 20,000 jobs and strengthening the sector as one of the Region's fastest-growing non-oil industries.

Economic Reform Beyond Oil

The latest figures form part of the KRG's wider programme of economic reform.

Recent initiatives include:

  • Streamlining investment licensing
  • Digitalising government services
  • Improving the business environment
  • Encouraging foreign direct investment
  • Expanding private-sector participation
  • Supporting non-oil revenue generation

These reforms aim to create a more competitive investment climate capable of attracting both domestic and international capital.

Analysis: A Quiet Transformation of Kurdistan's Economy

The investment figures tell a story that extends beyond economic statistics.

For decades, discussions about the Kurdistan Region's economy have centred overwhelmingly on oil exports and disputes over hydrocarbons.

Today's data suggests a gradual—but significant—shift.

Nearly every major sector of the economy is attracting investment.

Housing, tourism, manufacturing, education, agriculture, healthcare, and commercial services are becoming increasingly important pillars of economic activity.

This diversification reduces vulnerability to fluctuations in global oil prices while creating more sustainable employment opportunities for the Region's rapidly growing population.

Remaining Challenges

Despite the encouraging figures, important structural challenges remain.

Future investment growth will depend on continued progress in several areas:

  • Political stability
  • Legal certainty for investors
  • Reliable electricity supply
  • Banking and financial reform
  • Stronger infrastructure
  • Transparent governance
  • Continued cooperation with Baghdad on fiscal and energy issues

Maintaining investor confidence will require sustained implementation of reforms alongside improvements in institutional capacity.

Strategic Outlook

The KRG's investment strategy reflects an increasingly pragmatic economic vision.

Rather than relying exclusively on oil revenues, the Region is gradually positioning itself as a diversified economy where tourism, manufacturing, agriculture, real estate, healthcare, education, and services all contribute to long-term growth.

If current investment trends continue, the Kurdistan Region could strengthen its position as one of Iraq's most dynamic investment destinations while enhancing its role as a commercial and economic gateway between the Middle East, Turkey, and Central Asia.

The real measure of success, however, will not be the value of investment announcements alone, but whether these projects generate sustainable employment, improve productivity, and raise living standards for the people of the Kurdistan Region.
